Strategic Transformations in China’s Cold Chain Logistics: Policy, Technology, and Global Integration

Abstract

This academic white paper analyzes China’s cold chain logistics reforms as outlined in the

2025 Government Work Report, exploring their implications for domestic economic

development and global supply chain dynamics. Using a mixed-methods approach combining policy discourse analysis and industry case studies, the research identifies three core themes:

(1) policy-driven infrastructure optimization, (2) technology-led efficiency gains, and (3)

cross-border expansion under the Belt and Road Initiative. Findings reveal that China’s cold chain sector is transitioning from cost-driven growth to a

sustainability-and-innovation-driven model, creating significant opportunities for international collaboration in technology, infrastructure, and capital markets.

1. Introduction

China’s cold chain logistics industry has emerged as a critical pillar of its economic strategy, particularly following the 2025 Government Work Report’s emphasis on "improving

cross-border logistics systems and strengthening overseas warehouse networks" (State

Council, 2025). This paper examines how policy interventions, technological advancements, and global integration efforts are reshaping the sector, with implications for both domestic    food security and international trade.

 

1.1 Research Objectives

 

.    To decode the policy framework of China’s cold chain development.

.    To assess the impact of AI and green technologies on operational efficiency.

.    To analyze cross-border logistics strategies under the Belt and Road Initiative (BRI).

 

2. Literature Review

 

2.1 Global Cold Chain Trends


Scholars like Tan (2023) highlight the growing importance of cold chain logistics in ensuring food security amid climate change, while Li & Wang (2024) emphasize Asia’s role in driving   technological innovation in refrigeration and automation. In the context of BRI, Zhang et al.  (2024) note that China’s overseas warehouse networks are reducing cross-border logistics

costs by 20–30%.

 

2.2 Chinas Policy Landscape

The 2025 policy updates build on earlier initiatives such as the "14th Five-Year Plan for Cold Chain Logistics," which prioritized rural infrastructure and green energy (National

Development and Reform Commission, 2022). Key innovations include the integration of AI into supply chain management and the expansion of public-private partnerships (PPPs) in     cold storage.

 

3. Methodology

 

3.1 Data Collection

 

.    Primary Data: Interviews with industry leaders (e.g., SF Cold Chain, JD Logistics), policy  documents,  and  2024–2025  statistical  reports  from  the  China  Cold  Chain Logistics Association (CCCLA).

.    Secondary Data: Academic papers, government white papers, and corporate annual reports.

 

3.2 Analytical Framework

A SWOT analysis was applied to evaluate strengths (tech innovation), weaknesses

(rural-urban gaps), opportunities (BRI partnerships), and threats (global trade uncertainties). Quantitative data were analyzed using descriptive statistics, while qualitative insights were

thematically coded.

 

4. Policy-Driven Reforms and Industry Development

 

4.1 National Cold Chain Hub Network

China is constructing 10 major cold chain hubs across provinces like Henan and Sichuan, aiming to reduce logistics costs by 15% by 2030 (CCCLA, 2025). For example, Henan’s

cold-chain food industry is projected to reach ¥400 billion ($56B) in output by 2025, supported by Huading Cold Chain’s network covering 2,300 counties (see Table 1).

4.2 Technological Innovations

 

.    AI and Automation: JD Logistics’ automated sorting systems have reduced order processing  time from  48 to  33 hours,  a  31.25%  improvement  (JD Annual  Report, 2024).

.    Green  Logistics:  New  energy  refrigerated  vehicle  sales  increased  by  350.8%  in 2024, driven by subsidies and battery technology advancements (Ministry of Industry and Information Technology, 2025).

 

5. Global Expansion and BRI Partnerships

 

5.1 Cross-Border Infrastructure

The China-Europe Railway Express has emerged as a critical cold chain corridor, with

Chengdu’s cold-chain imports growing 60% YoY in 2024. For instance, Kazakhstani beef now reaches Chongqing in 12 days via rail, compared to 25 days by sea (China Railway Group,

2025).

 

5.2 Overseas Warehouse Ecosystem

Chinese logistics firms are establishing strategic hubs globally:

 

 

.     Cainiao has  automated four  U.S. warehouses,  achieving  a  40% increase  in  sorting efficiency.

.    JD Logistics operates 42 projects in Europe, enabling 72-hour delivery to 22 countries (JD Global, 2024).

 

6. Challenges and Opportunities

 

6.1 Challenges

 

.    Rural Infrastructure Gaps: Only 58% of rural counties have modern cold storage facilities (CCCLA, 2025).


.    Standardization   Issues:    Lack   of   unified    international   temperature    control standards hinders cross-border cooperation.

 

6.2 Opportunities for Global Collaboration

 

.    Technology  Transfer:   Joint   R&D   in  AI  temperature   control  and  blockchain traceability (e.g., Alibaba’s "Food Trust" platform).

.    Infrastructure  Investment:  PPP  models  for  overseas  warehouses  in  Southeast Asia and Eastern Europe.

.     Capital Markets:  Cold  chain  REITs,  such  as the ¥5.2 billion  ($720M)  Sinotrans REIT, offer diversified investment channels.

 

7. Conclusion and Recommendations

China’s cold chain logistics sector is undergoing a paradigm shift from scale to sustainability, driven by policy innovation and technological disruption. To maximize global collaboration:

 

 

1.   Standardization: Promote ISO-compliant temperature control protocols.

2.  Tech Alliances: Establish Sino-EU/America cold chain innovation hubs.

3.  Investment Facilitation:  Streamline  cross-border  investment policies for  REITs and PPPs.

 

 

This research underscores China’s role in shaping the future of global cold chain logistics,

emphasizing that success will depend on balancing domestic development with international integration.
